Rationale: ENOG was founded in 2011 per the decision of the RIPE Executive Board, and it was assumed to be incorporating Ukrainian, Russian, Belarusian, Armenian, Azerbaijanian, and many other regional communities in the hope of building a better shared Internet space among the communities.
In view of the recent events (if not even the prior events), the said "ENOG community" does not exist anymore, and in no way it could be clear to the Programme Committee how to arrange a programme for all the distinct and divided communities colloqually recognized as ENOG at the time.
Technically, under normal circumstances, a request like this should've gone through a voting process in the PC; however, we currently have several PC members under ongoing _missile attacks_, and I therefore don't believe it is sane to arrange any vote in the PC.

I, Maksym Tulyuk, a former member of ENOG programme committee, completely and unquestioningly support the idea of termination of ENOG.
In addition to what Töma Gavrichenkov wrote in his email I would like to share my experience and thoughts as the former ENOG PC member.
In my opinion, ENOG did not die at 24 February 2022 - it died in 2014 when, after Russian annexation of Crimea, Ukrainian ENOG community completely ignored ENOG 7 conference in Moscow and it was represented by two Ukrainians (who de-facto worked for Dutch and Russian companies).
Today I feel guilt and shame that I did not use my position of the member of Program Committee to turn the attention to that fact and, as a result, we have the same situation in 2022: Russian Army is attacking (again) Ukraine and RIPE NCC (again) continues organising regional meeting ENOG 19 in Moscow at 20-21 June 2022 - see the attached copy of ENOG website.
I encourage RIPE Executive board and Programme Committee be more brave that I was and terminate ENOG and here I would like to highlight the usage of the verb “terminate” not “postpone”.
P.S. Also, I encourage former and current members of ENOG Programme Committee support the idea of Töma Gavrichenkov, Alex Semenyaka and Maksym Tulyuk and publicly ask about ENOG dissolution

Уважаемые коллеги, Надежда. Моя родина - Россия, я вырос в 15 киломитрив вид кордону, уси ридни за мени. Але життя важче ниж здается. Моя точка зрения на всю ситуация максимально нейтральная, а небольшой опыт позволяет посадить вас за стол, на котором лежит яблоко. Яблоко окрашено с одной стороны в желтый цвет, а с другой - в красный, вы сидите по разные стороны стола и видите разные цвета. И каждый, справедливо, с пеной у рта, доказывает что цвет яблока , для одного - красный, для другого - желтый. Истина начинается там, где появляется желание понять почему человека так яро отстаивает свою позицию. Попросить его встать, сесть на его стул и посмотреть как он видит ситуацию. Если в случае с яблоком, в таком простом примере, могут посраться 2 человека, о чем мы говорим...
На мои налоги отправили солдат, которые сейчас окружили Мариуполь, и, надеюсь, не убьют не безразличного мне там человека, только потому, что там ее дом. Аполитичность закончилась там, где бездействие с каждой минутой приводит к смертям. Вся ситуация еще до войны привела к тому, что в этом году из 6 попыток прилететь в Киев для свиданий с близкими мне людьми пограничники дважды даже не пустили в страну, депортировав как какого-то опасного человека, боясь нас (граждан России) даже допускать на территорию, опасаясь того, что произошло этой зимой. И теперь вы более ясно понимаете почему.
Добавьте ко всему наличие знакомых в других городах, Харьков, Киев, Ужгород, Полтава, и самое лучше, что сейчас может произойти - если вы забудете про аполитичность и осознаете, что на ваши налоги, уже сегодня, могу убить в том числе близких мне людей, и ситуации из просто не аполитичной, превратится в личную, где по одну сторону стоит кровавое зло и убийства, совершенные под прикрытием аполитичности и "моя хата скраю". Подойдите к окну, посмотрите вдаль, а теперь представьте что вы та девушка, которая сейчас в Мариуполе, уже сутки не выходящая на связь, третий день без воды тепла электричества мобильной связи, и разряженный телефон будет самым лучшим из того, что можно представить. Мы обеспечиваем связь, от нас зависит многое, и мы будем делать это так долго, как это возможно. Но когда вы вздумаете снова вспомнить про аполитичность, вспомните, что стоите у окна, и возможно это последнее, что вы видите.
Продолжаем работать, не забывая делать все, чтобы прекратить кровопролитие.

I am using this opportunity to resign from ENOG PC. I can be last member that went to most meetings, and was still hoping for good. Until now. I have ENOG logos on my credit cards.
The RIPE community can definitely decide to resurrect the ENOG, perhaps in this way: to join some countries with SEE, and some with MENOG. I would not join until this war ends.

Вначале про клиентов: если Вы как оператор связи предоставляете услуги российским государственным органам, а особенно российской армии, т.е. Вы помогаете агрессору вести военные действия против Украины.
Про сотрудников: я хорошо помню прекрасные ENOGи в Питере и Киеве в 2013 году, где все действительно были аполитичными сотрудниками операторов связи, а том случился КрымНаш (т.е. Оккупация Крыма Россией в феврале 2014) и на ENOG в Москве в мае 2014 года я услышал комментарии: “Посмотри как Наши мочат Укропов” (это было про российских наемников убивавших украинских солдат) и, потом, “Эти чечены не умеют воевать! Вот, если бы Мы Нашу Армию ввели” (это последовало после того, как украинская армия сожгла 3 грузовика с чеченскими наемниками). Как видите, желания “аполитичных” сотрудников воплотились в жизнь.

We at the RIPE NCC have been following the discussions on the thread. Allow me to share with you our thoughts and our suggested plan moving forward.
The RIPE NCC organises a number of meetings all over its service region. At these meetings, attendees share insights into technical, administrative and policy issues that impact members and industry organisations in a particular geographical region. They are also an opportunity for us to gain valuable feedback about our services and activities.
In recent years it has become clear that national / local engagements allow for better understanding and support of the local needs. This led the RIPE NCC to increase the number of events such as the Internet Measurement Days, RIPE NCC Days, as well as national member lunches and Open Houses.
ENOG (Eurasian Network Operators' Group) / RIPE NCC Regional Meetings were established in June 2011 as a means to bring RIPE and the RIPE NCC closer to the local communities in the Eurasian region.
There have been some discussions over the last few years on how to hand over the organisation of the ENOG meeting back to the community. At the last ENOG meeting (ENOG 18), the Program committee organised a Bird of a Feather (BoF) session on the ENOG charter, soliciting feedback from the community on how the future meeting organisation should look, however there was little agreement in terms of a clear path for the ENOG meeting
Here are my thoughts moving forward.
The RIPE NCC will postone organising the upcoming ENOG 19 / RIPE NCC Regional Meeting, originally planned to be held 20-21 June 2022, Moscow, Russia.
Needless to say, the question of whether the ENOG meetings carry on and in what form is ultimately a matter for the community to decide and, when that time comes, the RIPE NCC will be happy to sponsor the event as it does for other community-led Network Operator Groups in the service region.
The RIPE NCC will reallocate the funds budgeted for holding the ENOG event towards organising more local engagements throughout the Eurasian region.
I would imagine that the peering and interconnection landscape in the region will see major changes in the coming months. The RIPE NCC will be able to support the local communities with workshops, presentations and measurements customised to the development needs of the local technical communities.
The RIPE NCC will increase its technical capabilities throughout the Eurasian region to support the local communities with their needs.
We currently have staff based in Armenia, Russia and Ukraine and will be looking over the next few months to add more technical experts to support the additional plans of engagement with the community.

The population of Russia is greater than the overall population of other countries from the ENOG region. What way of voting do you propose?

I am happy to share with you some of the things we had already started working on based on community feedback and identified local needs.
- Local community events / NOG support The RIPE NCC provides funding through sponsorship for local NOGs and sends staff to speak or attend at a wide range of local community events in our service region. To name a few from the region AM, GE and soon KZ.

- RIPE NCC Days RIPE NCC Day provide a forum for network engineers and other technical staff to share knowledge and experiences, and learn more about how they can receive support from the RIPE NCC in various avenues – including technical, policy development and training. - Internet Measurement Days: The Internet Measurement Day is a series of events organised by the RIPE NCC and ICANN promoting Internet measurement tools to local communities across the RIPE NCC service region. I would imagine these events will become more popular very soon. - ISOC, EuroIX and the RIPE NCC have started last year an online event called the virtual peering series - Central Asia. The Virtual Peering Series is open to all network operators, content providers, government, academic and other public institutions, as well as industry associations primarily in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan (although others with an interest in the region are also welcome). https://www.internetsociety.org/events/virtual-peering-series-central-asia/
As the world goes back to some version of normal, we are planning on kickstarting a physical peering event with community members interested in peering and interconnection in these countries.
- Open houses: The RIPE NCC Open House is a ninety-minute remote session where RIPE NCC staff, community members and industry experts can meet up and share insights, feedback and support. As I mentioned in my previous email there will be a RIPE Labs article produced soon with more details on our community development key focus areas. I would imagine that the peering and interconnection landscape in the region will see major changes in the coming months. The RIPE NCC will be able to support the local communities with workshops, presentations and measurements customised to the development needs of the local technical communities.
• The RIPE NCC will increase its technical capabilities throughout the Eurasian region to support the local communities with their needs.
We currently have staff based in Armenia, Russia and Ukraine and will be looking over the next few months to add more technical experts to support the additional plans of engagement with the community.

As the Programme Committee Chair of the Eurasian Network Operators Group (ENOG), I, hereby, with all due respect, request that the RIPE Executive Board formally dissolve ENOG and cancel all the potential future meetings indefinitely.
Rationale: ENOG was founded in 2011 per the decision of the RIPE Executive Board, and it was assumed to be incorporating Ukrainian, Russian, Belarusian, Armenian, Azerbaijanian, and many other regional communities in the hope of building a better shared Internet space among the communities.
In view of the recent events (if not even the prior events), the said "ENOG community" does not exist anymore, and in no way it could be clear to the Programme Committee how to arrange a programme for all the distinct and divided communities colloqually recognized as ENOG at the time.
Technically, under normal circumstances, a request like this should've gone through a voting process in the PC; however, we currently have several PC members under ongoing _missile attacks_, and I therefore don't believe it is sane to arrange any vote in the PC.
